The relationship between CCHA Law and Noblesville Schools goes back many years. “As general counsel for Noblesville Schools since the 1950s, we are proud to support our client and community,” says Rachel Woloshin, Partner at CCHA Law.
The Noblesville Schools Education Foundation (NSEF) was founded in 1987 with a purpose to “promote and invest in Noblesville Schools through grants, scholarships, strategic partnerships, and volunteer support.”
“At its core, we exist to connect the community’s generosity with the needs of our students and teachers,” says NSEF director Adriann Young.
Today, the Foundation continues its work with a large group of community-minded individuals, including several CCHA Law attorneys and staff, many of whom are Noblesville graduates or have children in the Noblesville School systems. Woloshin, for example, is a current NSEF board member, having taken the position in 2023, while CCHA Law Partner Julia Church Kozicki served on the board prior to that. Both Woloshin and Kozicki are Noblesville High School graduates.
“Each year, CCHA Law attends and supports the Foundation’s signature events, including Miller Palooza, Trivia Night, and the N-Zone tailgate event,” says Woloshin. “We also volunteer throughout the course of the year at events like Stuff the Bus and the Back to School Bash.”

As part of its mission, the NSEF promises to “Invest in Academic Excellence.” The organization fulfills this promise in several key ways:
Miller Grants
NSEF Miller Grants award educators with funds to carry out specific projects aimed at “enhancing student achievement and motivation to learn.” Through Miller grants, students and teachers can do projects that provide experiential learning opportunities not typically provided during regular classwork.
“A memorable grant was for a high-school engineering class to launch and track a weather balloon with the opportunities for third graders to participate in the experiment,” says Julia Kozicki. “NSEF also funded a grant that allowed a medical STEM class to do original research that was published in a journal.” Finally, “NSEF also provides mental health grants for both students and teachers to access necessary resources while removing the financial barrier.”
Organization Expansion
The NSEF funds programs and services that aim to address gaps the district and its educators face, such as the need for mental health support, staff retention strategies, community engagement with the schools, and student success programs like Compass Mentoring.
Scholarships
Working with the Noblesville High School Counseling Department, the NSEF posts various scholarship opportunities. The Foundation also facilitates donations to the Jennifer Nicholson Music Scholarship fund, which invests in local music scholarships throughout the school community that honor Nicholson’s legacy.
Fundraising
The NSEF funds other important activities, such as school supply drives, a welcome program for incoming Kindergarten families, and its Thank an Educator donation program through various events throughout the year, all with continuing support from CCHA Law.
“CCHA has been a long-standing partner of NSEF,” says Young. “Over the years, their team has helped us navigate periods of change and maintain strong alignment with Noblesville Schools. We rely on them as a legal partner, a community sponsor, and a genuine advocate for education. They are trusted — fully and wholeheartedly — by both our school district and our nonprofit, and that trust has been earned.”
